Port management and officers

This training is intended for officers and port masters with initial training and experience in the field. It is also adaptable for executives wishing to acquire theoretical and practical knowledge in this profession.

MODULE 1 : PLANNING AND EXECUTION OF PORT CALLS

• Planning & welcoming vessels : IT systems, agency consignments, etc.;
• Processing calls : Procedures, berthing plans, closure, etc.;
• Port Master Guide : Manual, port logbook, nautical services, marking, etc.;
• Optimizing calls at PTM : Priorities, firm bookings, KPIs, gondola & quick start, etc.;
• Certification and processes for executing calls.

MODULE 2 : MARITIME OPERATIONS AND CONSERVATION POLICE

• General overview : VTS, BIP, IMO conventions, IALA recommendations, job descriptions, etc.;
• Vessel Traffic Service : Missions, classifications, definition and management of traffic image, automated monitoring, operator assistance, AIS, operator training, etc.;
• Port Intervention Office : Missions, major roadways, training in the role of OPI.

MODULE 3 : SECURITY AND HAZARDOUS MATERIALS

• Security and prevention: Missions of the port security office, interface with terminals, processes, monitoring of service providers, prevention and response to incidents, risk assessment and hazard analysis, regulations from the Port Authority (safety and environment), prevention and intervention procedures, safety measures and work authorizations on board and at construction sites, Internal Operation Plan / Port Security Plan / ORSEC Plan, Plan for preventing and combating accidental marine pollution (Simulex 2014);
• Management of hazardous materials: Regulations (IMDG code, RPM, RLMD) and procedures, handling and coordinating passage requests, storage and handling, materials subject to special authorization from authorities, record-keeping, checklists, dashboards, and performance indicators, computerized processing of safety documents, processing requests from vessels (painting, lifeboat testing, underwater work, bunkering), port reception facility (MARPOL convention), maintenance of intervention and disaster response equipment (contracts, storage of parts and consumables), Safety Brigade.

MODULE 4 : PORT SECURITY

• Physical : Implementation and monitoring of the guarding system (agents) and the contract, operational management of C3, inspection-filtering & Mobile Surveillance and Intervention Teams, traffic management, team training, monitoring of Shipchandling and guarding authorizations;
• Electronic : Security of port calls (PMIS, crew shifts, stowaways, etc.), Port and facility security plan, self-assessment of security & GISIS database, scanners & radiation detection devices, fencing & video surveillance, maintenance of security equipment, access formalities offices, software for creating circulation permits, port ISPS compliance, etc.
